Bump
github/codeql-actioninit and analyze together from 4.36.2 to 4.37.4, and groupcodeql-actionupdates in Dependabot so the two always move in one PR. Dependabot treatscodeql-action/initandcodeql-action/analyzeas separate dependencies and opened #111 bumping only analyze, which fails every CodeQL job withLoaded a configuration file for version '4.36.2', but running version '4.37.4'. Supersedes #111.Verification
