feat(new-tool): Added Dead Pixel tool for screen pixel testing

Fixes #1700

Introduces a new Dead Pixel tool to help users check for dead pixels on their screens. Adds the Vue component, tool registration, and updates type declarations and tool index to include the new tool.

Hi @akshaysaambram-work your code is well, just in this repo (I am not maintainer here), there is no more activity. So I made a fork. If you want, your new tools being deployed in my fork, feel free to open a PR. I could also take your code and here apply to my fork but I prefer that you remain the author of this tool, this is more fair.
