actions-rs is archived, but gh includes rustup in the build image - use it! #156

This template is getting a bit dated for the github actions:

actions/checkout@v2 -> v4 (node <=16 actions are deprecated and will be sunset summer 2024)
actions-rs/* -> these are all archived, may as well just control the couple commands in the template repo

let's just use that

actions-rs is deprecated, but gh includes rustup in the build image -
