Create a captive portal that forces new users of the WiFi access point to automatically open the ElimuPi page (https://start.elimupi.online). This should happen only at login after which all content will be available.

Note: No changes to routing should be made as in future enhancements we may need interconnectivity between multiple devices in the network or direct internet access
