When a device is connected with “elimu” wifi users automatically get routed to http://start.elimupi.online

When a user connects a device with the "elimu" Access Point, I want the device to open a browser window and direct the user to HTTP://start.elimupi.online. This should apply to all users indifferent of the device they are using.

I suggest that each time a (new) browser window is opened the browser redirects once to start.elimupi.online. This allows the user to easily return to the start page in case he/she got lost.

@ltoning, isn't this a duplicate of issue #14?
