modernizes updatepaths

• Removes all updatepaths scripts prior to the Atlas' original commit, as they will never be useful. If for some god-forsaken reason they're needed, they're in the history (and on TG).
• Adds a (yes, co-pilot generated, I don't know powershell and I don't want to) script to execute all updatepaths configs in git timestamp order, so order-dependent changes don't break.
• Fixes a bug with the parser that resulted in malformed map replacements, rarely.
