Minor changes to the NTES Vertex

About the PR

-Slightly expands the service area
-Adds a couple lights for those annoying dark corners
-Changes a couple signs
-Puts stuff in the med lockers, plus a defib, and swaps a bed for a stasis bed
-Runs HV under the Sec/Bridge window, with warning signs
-Minor tweaks to the atmos window area
