v0.1.0 - The first CanOpenFEWS release

The first release of CanOpenFEWS!

In this release, the following functionalities have been made available:

• A shareable base Delft-FEWS configuration for the Bow River in Canada.
• Importers for the ECCC observations and forecasts.

• Inclusion of snow model data.
• General adapter module that can make STEPS and LINDA nowcasts using the pysteps framework.
