Description

This PR removes the broken "0 - Meta-Lists" section from the Telugu books list and fixes markdown linting errors in free-programming-books-te.md. The meta-list link was returning a 404 error.

Why is this valuable (or not)?

Removing broken links improves the quality and reliability of the repository. The 404 link provided no value to users looking for Telugu programming resources.
