What this PR does / Why we need it:
This PR adds a TTL on a created ticket ensuring that:

  • If a ticket is created but never indexed, it would still be eventually cleaned up.
  • If the cleanup never gets to it, this would guarantee that that the tickets would still be eventually cleaned up.

Note: This only affects the om-frontend component and facade.
