About the PR
Adds a new random event, the light overload. This picks a random APC (voted by stagehands) and breaks all the lights around it in a decently wide radius. This creates essentially a dark pocket on the station where various nefarious things can go on. It also necessitates some relatively easy low-level repair by a janitor or inspired do-gooder.
