Currently, when enabling HIP language support, .gcda files are not generated during testing. This causes lcov to fail which fails the tests

Adds HIP and CUDA language support
Also adds superci files for both Noether (MI210) and Oram (V100) on Fluid Numerics' Galapagos cluster.
Resolves #100 and #57
