feat(install): add native windsurf configuration management

This pull request adds native Windsurf configuration management to graphify, enabling seamless, idempotent installation and uninstallation of agent rules and context paths in .codeium/config.json. Tests are included in tests/test_install.py to cover all scenarios including merging with existing custom configs.
