Five-state Spec Health System with auto-degradation.
Minor L1 changes no longer block AI generation - they trigger
a timed advisory with mandatory warning output.
SemVer cascade semantics
L1 changes are now classified as patch / minor / major.
Each type triggers a different cascade behavior.
Breaking changes still block. Additive changes allow work to continue.
Closed Dual-Track Model
Discovery loop now has a hard stop: maximum 2 iterations,
Minimum Viable Spec Checklist (5 criteria), and live session
escalation protocol. Infinite discovery is no longer possible.
Universal Base Rule
Token Contract is now an implicit whitelist. Any value not
explicitly authorized is implicitly forbidden for AI agents.
