Clarifies in PUBLICATION_BOUNDARY.md that this repo intentionally tracks only the public discovery/stdio subset and may lag the hosted MCP endpoint, whose tool schemas are public by construction. Closes the ambiguity flagged in the GENESIS IP classification review.
