Fail-closed GO/NO-GO contract for GitHub Copilot: safe lanes, NEVER list, .gitignore-style exclusions, and a copilot-setup-steps job that installs dev extras so the coding agent can pytest. tests.yml unchanged. Co-authored-by: Greg Freda <greg@gregfredabytes.com>
