docs: update CODEOWNERS to reflect new organizational structure

Description

Pretty much the title. Will be used by GitHub to assign the right people as reviewers.
Added myself (project leader) as a reviewer for all code areas, also each team leader for their areas, and their team.
The teams themselves have been configured so that a single random reviewer is picked from the team.
