Bump workspace version 1.0.0-rc.1 -> 1.0.0-rc.2 and add the CHANGELOG entry. Headline: deterministic quick-router tool-call accuracy ~33% -> 96% on the committed BFCL suite, plus automatic storage pruning, a Jetson-fast batched memory-prune, and CI/build hardening.
