This adds a github action that runs the LinkML linting if the schema changes, and posts a nicely formatted comment listing all the issues.
Note it currently configures the linting to ignore warnings regarding missing

in Enums, however as discussed with @turbomam and @Woolly-at-EBI in the CIG meeting on the 29th Jan 2025, we proposed instead adding boilerplate text for each of these - as being done by @sujaypatil96 in PR #891Therefore this configuration could be removed
