[ENHANCEMENT] Deprecate BCD workflow job in favor of web features workflow

Currently, we get the browser release information from BCD. The updated schema from the web features repository now contains the browser release information. That means we could get rid of the BCD workflow and instead ingest it during the main web features job.

Definition of done:

• Remove the terraform code for BCD workflow infrastructure
• Migrate the browser release ingestion and tests to the web features job
• Remove the code for BCD workflow
