Adding this instance_role will allow for a future toolkit change to add a separate dbd instance.

Removed a lot of changes are those are meant to be for toolkit not in slurm-gcp, to be specific the ones in slurm-files, which also includes the scripts, as that is now a local terraform module in the controller otoolkit module. |

Add instance tole dbd as an option, this is in preparation for the toolkit multicluster update.
