The s_stakeholder user(stakeholder api) needs access to the entity table which is what this PR solves. The update has already been run in the dev environment.
The s_reporting user(reporting API) needs access to the stakeholder table as well as the getChildrenFunction to be able to filter by organizations. Access to regions schema is also needed to be able to filter catchments by organizations
