v13.0 Amiga m68k Beta/TestBuild

This is barely tested. It only contains the files that go in Libs: and Libs:xad and must be manually installed. Some kind of program that uses the library is needed for this to do anything at all. Simple cli-tools can be found in the official xadmaster v12.1a release on Aminet.
