Release v0.1.10

Reliability release focused on connectivity, node discovery, and node operations. Bumps the workspace version to 0.1.10 and adds CHANGELOG.md (cargo-dist sources the GitHub Release body from it).

Fixes

• Bug: no multi-endpoint failover, app hangs silently if the first configured endpoint is unreachable #27 — Multi-endpoint failover; app no longer hangs silently on a dead first endpoint. Cancellable "Connecting…" screen + clear Connection Error panel. (9cab34f)
• Lifecycle/Versions view never fetches data — stays on "unknown" indefinitely #26 — Lifecycle/Versions view now fetches data; a version-fetch failure no longer gates the etcd/K8s/pod checks. (1ce1e01)

• "No K8s client available" when rebooting a node #23 — "No K8s client available" on reboot fixed; kubeconfig is fetched from a control-plane node over the Talos API (cert auth), independent of the local kubeconfig's auth method. (49814c7)
