[WIP]
Ports the asset caching system from 2020 /tg/'s code.
First state of code where the old asset caching system is removed and the new system is in and compiling.
Probably not very pleasant to play.

Description of changes

[SUBJECT TO CHANGE]
This PR aims to replace the current old implementation of the asset caching system with a more up-to-date version ported from /tg/

Why and what will this PR improve

With the new asset caching system, it is expected that load times and load stability, especially for potential future additions which will require extensive assets (goonchat), increases by a noticeable amount. This benefits the stability of all systems that will utilise the asset caching.

Now works well enough to be test-able.
Includes dev-stuff like extra logging and logging for legacy file send attempts. /dev/null
