This PR uses the latest caikit release to consolidate all the proto files together so there is only one file per proto package.
This should make them much more wieldy to distribute and use for client generation. The content of the files should remain unchanged.
NB: I did not include the training service file here, since I don't think this router intends on routing training api calls.
