Release 2.0 - for Public Comment

This is the release for Public Comment. It includes FHIR profiles, and updated content. This version is published in html form only, and has linkage to the html publication of the Technical Framework.

This version is based on the 2012 version of the HIE-Whitepaper. That content was used in the MHDS profile with a specific focus on the FHIR profiles satisfying the HIE use-case. The MHDS content was brought back into the more general HIE-Whitepaper. Thus this version of the HIE-Whitepaper covers classic and FHIR based HIE solutions. The mXDE/QEDm profiles, based on FHIR, also add a significant new method of accessing the health information published and accessible through the Document Sharing HIE. This version of the HIE-Whitepaper leverages the ITI Technical Framework now published in HTML form, so all mentions of any profile link directly to that profile html publication. Lastly this paper leverages the large body of deployments of the solution through mentions to case-studies published by some of these communities.
