This MR involves a few maintenance updates:
(1) Python 3.9 is EOL as of October 2025. So the
pyproject.tomlsets the minimum pin to py3.10.(2) I've moved the torch source to the default one since the pre-wrapped
torch==2.3.1+cu11.8from the pytorch source is having issues installinglibcublaswhen installing using the lock file. Now it installs torch 2.3.1 with cuda12.(3) Updated minimum
transformerspin to the version required byDecisionFlow
