由 protected main 10a5384 的 Towncrier fragments 生成，版本准备不发布资产。
本次仅包含：Core 0.3.0、inkcre-cli 0.1.0、Mail 0.2.1、RSS 0.1.1、Twitter 0.3.1 的版本、changelog 与 fragments 消费。CLI changelog 补齐文件标题/插入锚点，未改变业务源码。
Core 新 REST 已通过 production run 34834061508 正式交付并移动 stable，满足首次 CLI 发布先 provider 后 consumer 的顺序。CI 三项已通过，等待当前 Preview 完成后按授权合并。
合并后观察 CLI PyPI、Extension Registry 与 Core 版本部署；从 PyPI 安装 CLI 并连接生产 Core 后才关闭 cli-sink unit。PyPI pending Trusted Publisher 仍待实际首发确认。
