CompatHelper: bump compat for IOCapture to 1, (keep existing compat)

This pull request changes the compat entry for the IOCapture package from 0.2.4 to 0.2.4, 1.
This keeps the compat entries for earlier versions.

Note that IOCapture 1.0 is fully backwards compatible with version 0.2, so this is safe to merge.
