This PR adds a LOCAL_DEVELOPMENT.md file to the repository root. The document: Summarizes how to run the full workspace test suite. Documents the recommended formatting and clippy commands.Shows how to build and view local documentation. The goal is to give new contributors a concise, task-oriented checklist for working on tracing locally, while keeping CONTRIBUTING.md as the primary source of contribution guidelines.
