Summary

skip a network fetch when the pinned whisper ref already exists locally
keep the checkout logic aligned to the pinned ref when a fetch is still needed
add a short README release-notes pointer to GitHub Releases

Verification

confirmed the build log starts with Using local whisper.cpp ref v1.8.4...
