PR 세부사항
기존에 교육자료 조회시 파트를 입력받고있지 않던 부분도 함께 수정했습니다
검색 API 분리는 총 3개로 나눠서 진행 했고, 검색 플로우는 기존과 동일하게 검색 결과가 없을 경우 예외처리, 빈 검색어일 경우에는 기존과 동일한 플로우로 설계했습니다

기존에 발생하던 공지사항 검색결과가 안나오는 이슈도 API를 분리해줌으로써 해결할 수 있었습니다
