Adds CodeRabbit AI-review config-as-code (`.coderabbit.yaml`): `language: en-US`, `profile: chill`, auto-review enabled (no drafts), high-level summary.

Part of the org-wide CodeRabbit Pro rollout. The per-repo file is an optional override of the org dashboard defaults; CodeRabbit activates once the GitHub App is granted repo access.
