This PR adjusts the values of the nt_c Variable in the subroutine init_thompson_clouddroplets_forMPAS according to the latitude for polar regions.
The values for nt_c are lowered in the polar regions which is closer to what is used in Polar WRF (Hines, K. M., and D. H. Bromwich, 2017: Simulation of late summer Arctic clouds during ASCOS with Polar WRF. Mon. Wea. Rev., 145, 521-541, doi: 10.1175/MWR-D-16-0079.1)
