docs: move GKE node pool upgrades note to v26.40 - #38666

The Self-Managed automatic rollouts on GKE node pool upgrades bullet was listed under v26.36 Improvements. Move it to v26.40 Improvements and rewrite it so readers can tell which situation applies: Terraform module deployments (v9.0.0+) need no action, everything else follows the new GKE node pool upgrades setup guide.
