App Creation Flow Bug: API Key usage is not detected in polling.

During the initial app creation flow we poll the app_id waiting for usage, then expose the rest of the dashboard after the first call. In API key mode we do not detect usage, so the rest of the dashboard does not become visible.

API key mode is becoming a first party citizen soon and we need to support this.
