Add Momentum Contributor Licence Agreement (CLA) document

THIS IS NOW SUPERSEDED BY MetOffice/Momentum#1

This is the initial* version of the Momentum® Contributor Licence Agreement (CLA) document. The intention is for this to serve as the central location for the Momentum® CLA, with references from other repositories directing to this document.

• The contents are subject to minor change, but I am adding it now so that we can test automated agreement process via GitHub Action.

We'll do that in a separate PR once this is finalised.

My understanding is that the Met Office is seeking stronger wording for the Momentum CLA than is what specified here. This is more like previous iterations as used by Improver etc. I will send via email the latest iteration of the agreement draft that I have seen. We need to discuss offline.
