Updates to baseline app to utilize USWDS SCSS for styling to support USWDS theming and design token use.

Description

  • Updated to latest comet-uswds version (does not include USWDS css)
  • Updated app config to load USWDS package
  • Updated uswds settings to load font and image assets from USWDS package
  • Removed unneeded assets from app
  • Added base set of theme design tokens to USWDS Settings SCSS file

Motivation and Context

  • Updates to support use of USWDS theming
  • Resolve issue where USWDS css overrides must be set to !important

How Has This Been Tested?

  • Verified Local Testing
  • Verified Production Build and Deployment through docker
