This PR fix a weird thing on switching fullscreen mode

Reproduce

1. Go to Settings, enable fullscreen mode (Phira should fullscreen now)
2. Alt-F4 to exit Phira
3. Enter Phira, the fullscreen should be applied on start after fix: windows fullscreen issue TeamFlos/phira#721
4. Go to Settings, try to disable fullscreen mode

Past Behavior

(Test on TeamFlos/phira@f25a77b + updated miniquad and macroquad, Windows 11 GNU target)

• It's still fullscreen
• re-enable and disable again will back to window mode expectedly
