Swaps out theirmercenaryaccess for theUSSPlowaccess group, essentially giving them USSP and merc access.Gives mercenaries theUSSPlowaccess group.Gives the USSP lockable button and suit storages

Figured I'd try the simplest solution to ships like the Sulak having it's torpedo bays locked, having to break down the lockers on the Gruznyk, etc.
Admittedly, I'm unsure if this would cause weird shenanigans.
