About the PR

Fixed wirecutters and Jaws of Life showing "They don't have any claws" when they shouldn't.

Also lowered the default ClipDoAfter from 10->4 seconds.

Why / Balance

Bug fix and Reptilian QOL.

How to test

Load into test server and spawn a wirecutter.

Code looks fine but do-after should stay a bit long (4+ seconds)

Reverted the jaws doafter. Wirecutters and jaws now take 4 seconds.
