📝 Summary
마이페이지에서 타 사용자 카테고리 별 전체 조회 시 타사용자의 정보를 조회할 수 있도록 타 사용자 ID를 쿼리파라미터로 받아서 조회할 수 있도록 수정하였습니다.
userId 값을 받을 경우 해당 사용자의 작성한 기록들을 반환합니다. 다만, 같이 전달받은 카테고리 ID값이 해당 사용자가 등록한 카테고리가 아닌 경우 예외처리 하도록 구현하였습니다.
