this PR Updates server/functions.lua to Download and Cache Discord members
(Currently set to 500 Discord supposedly allows up to 1000)
If user is not in cache it will still check that user just allows Less api usage
Upside's:
over 500-1000 members should still be able to use the normal method (Haven't been able to test)
