New bottom up cost and efficiency model for the turbine converter.

Mass of the converter is still estimated by DriveTrainSE, which now calls an additional OpenMDAO component to estimate costs and efficiency of the converter. The older CSM relationship is skipped. The efficiency of the converter is currently not used anywhere.
