add am5 build CI workflow

Description
adds a workflow file to run a build test using AM5 on parallelworks. Builds with the intel 2024.0 on a parallelworks cluster. It'll run on pull requests, tags, and if triggered manually. I commented out the run portion for now since we're not getting anymore cloud allocation.
