Use optimized rowwise full-width and columnwise chunk kernels for MXFP8 and NVFP4 scales, including multi-tensor swizzling. Keep the 16-byte scale-buffer alignment contract and cover its validation in C++ tests. Choose the rowwise full-width kernel after the fallback grid exceeds one SM wave, based on paired GB200 and VR200 measurements. Signed-off-by: Varun Thumbe <vthumbe@nvidia.com>
