[FEA]: Automate GitHub Projects - Set Status To In Progress for Linked issues to PRs

Right now we have to maintain the status of an issue manually. When it's linked to a PR, in an ideal world it then reflects the status of the PR.

Describe the solution you'd like

Projects can be automated using GitHub actions and the ProjectsV2 graphQL API.

I'd like a GitHub action that when a PR is linked to an issue, it moves the issue and the PR to In Progress.
