HPXMLtoOpenStudio measure: Allow output files to be individually skipped from being written.

The existing behavior can be pretty confusing. When running a simulation, the HPXMLtoOpenStudio measure first writes a results_annual.csv file (with a subset of outputs, i.e., just HVAC design loads and capacities), and then it is overwritten with the full set of outputs by the ReportSimulationOutputs measure. The HPXMLtoOpenStudio measure does this so that one can use the --skip-simulation argument to get HVAC design load outputs more quickly.

With this change, using the run_simulation.rb script will avoid writing the initial results_annual.csv file with the subset of outputs (unless the --skip-simulation argument is used). Additionally, users of the OSW files have more control over when the various output files (results_annual.csv, results_design_load_details.csv, and results_panel.csv) are written by the HPXMLtoOpenStudio measure.
