Hey Rob, great job making these updates on the example config files and notebook! It looks good to me overall. I did make the run on my end and I got exactly the same capex as in the COWER: 2025 Edition so it seems like everything has migrated perfectly on the ORBIT side. I just have 2 comments:

This PR brings the ORBIT dependency in line with ORBIT's latest release (1.2.5) and updates some of the underlying data.
